ROM-Rijnmond
ROM-Rijnmond (ROM is the Dutch acronym for Spatial Planning and the Environment) is a partnership between the Dutch Ministry of Transport, Public Works and Water Management, the Ministry of Housing, Spatial Planning and the Environment, the Ministry of Economic Affairs, the Ministry of Agriculture, Nature and Food Quality, the Province of Zuid-Holland, the Rotterdam Metropolitan Region, the City of Rotterdam and the other local authorities in the region, the Port of Rotterdam, the Rotterdam Chamber of Commerce, and Deltalinqs. This unique co-operative venture between the public and private sectors was set up in 1988 and has a twofold aim: to enhance the Rotterdam mainport region and to improve the quality of life and the environment in the region. The partners are jointly responsible for a wide range of projects, including the redevelopment of old port and industrial sites, the creation of new nature reserves and recreation areas, and measures for combating traffic noise.
ROM-Rijnmond serves as:
- a ‘platform’ within which various parties can co-ordinate their objectives
- a ‘mediator’ between the ROM partners, and between the ROM partners and external parties, and
- a ‘facilitator’ to speed up processes.

The agreements between the partners with regard to co-operation and project implementation are set out in a policy covenant. This covenant was signed in 1993 and will expire in 2010.
